The Governor's Office of Energy
Management and Conservation (OEMC) launched Rebuild Colorado in 1997 to help
Colorado building owners identify energy-saving opportunities and help make
those projects a reality. The OEMC’s mission is to leverage small amounts of
dollars in expertise and resources to achieve large-scale investments in
energy-efficiency improvements.
Rebuild Colorado promotes energy performance contracting and encourages the
use of energy service companies (ESCOs). A variety of other strategies are
endorsed, including high-performance building design in new buildings,
commissioning in new and existing buildings, energy management, and leveraging
bond dollars with energy savings and other available funds.
Rebuild Colorado offers a variety of free technical services to state
agencies and institutions, cities, counties, schools and other local
governments, as well as non-profit organizations. Informational and referral
services are available to the private sector as well.
The Rebuild Colorado team is made up of OEMC staff and a network of skilled
energy consultants. OEMC manages and obtains funding for the program, and
provides outreach to organizations in Colorado. The consultants provide services
such as energy engineering, curriculum development, presentations, and more. The
team works in partnership with Rebuild America
and others to bring resources to Colorado organizations.
