Businesses in Boulder, Longmont, Lyons, unincorporated Boulder County, and portions of Weld County can access Partners for a Clean Environment, a voluntary and non-regulatory program that provides no-cost technical assistance and educational outreach on emission reductions, waste reductions, and energy efficiency. The program focuses on smaller, unregulated businesses, but also works with larger manufacturers.

Specific certification programs have been developed for automotive repair shops and automotive dealerships, dental offices, restaurants, retail, printing, landscaping, manufacturing, and public0sector buildings. Businesses that meet the goals for their sector receive certification and recognition.

The Boulder/Longmont/unincorporated program, called PACE EnergySmart, focuses on energy savings. Participating businesses receive an onsite assessment, a written report of the identified energy-saving opportunities including cost and payback, technical support including interaction with contractors, and assistance in applying for utility rebates.

The Lyons program is called PACE Free+ and focuses on both energy and water savings. Qualifying businesses (those with fewer than 100 employees) received customized recommendations and an average of $4,000 towards project installation costs.

Another program for Boulder Businesses, ClimateSmart, also provides free energy assessments and energy audits, contractor recommendations, bid evaluations, and more. The program is run by Boulder's Office of Environmental Affairs staff, and funding comes from a voter-approved Climate Action Plan tax, the first such municipal tax enacted in the U.S.
